1 What is the Boundary Commission for England?
1.1 As already mentioned, BCE is an independent and impartial non-departmental public body, which is required to review Parliamentary constituency boundaries in England. We must conduct a review of all the constituencies in England every eight years. Our role is to make recommendations for new constituency boundaries, which are then made by Statutory Instrument and used at the next General Election.
1.2 The Chair of the Commission is the Speaker of the House of Commons, but – as an MP themselves – by convention they do not actively participate in the work of the Commission. The Deputy Chair and two further Commissioners determine its policies within the legislative framework, oversee the progression of a Review, and take decisions on the actual proposals and recommendations for new constituency boundaries.
